THE ENVIRONMENT AND PUBLIC SERVICES COMMITTEE, in pursuance of Articles 33 and
33A of the Road Traffic (Jersey) Law 1956,[1] orders as follows –
1 Interpretation
In this Order “principal Order”
means the Road Traffic (Saint Helier)
(Jersey) Order 1996.[2]
2 Amendment
of prohibition or restriction of right-hand turns
(1) For
Article 4(3) of the principal Order there shall be substituted the following
paragraph –
“(3) A vehicle of the type
specified in the first column of Part III of the Second Schedule shall not be
driven so as to make a right-hand turn from a road specified in the second
column of that Part into a road specified in the third column of that
Part.”.
(2) For
Part III of the Second Schedule there shall be substituted the following Part
–
“PART III
(Article 4(3))
PROHIBITION OF RIGHT-HAND
TURNS
All vehicles except omnibuses and cycles

Union Street
|
All vehicles
|
Rouge Bouillon
|
Great Union Road”.

3 Amendment
of provisions with respect to loading and unloading
(1) For
Part V of the principal Order there shall be substituted the following Part
–
“PART V
LOADING AND UNLOADING OF
VEHICLES
30 Parking
of vehicles for loading and unloading
(1) Subject to the conditions prescribed in
paragraph (2), a vehicle may be parked –
(a) on a road specified in the first and second
columns of the table in Part I of the Tenth Schedule;
(b) on the area marked on the surface of a
footway or cycle track specified in the first and second columns of the table
in Part II of the Tenth Schedule during the time specified in the fourth column
of that table,
for the purpose of being
loaded or unloaded in connection with a trade or business carried on in the
vicinity.
(2) The conditions referred to in paragraph (1)
are that there shall be displayed on the internal face of the windscreen of the
vehicle or, if the vehicle has no windscreen, at a convenient place on the left
or near side of the vehicle, and in such manner as to be distinctly seen by any
person outside the vehicle –
(a) a parking disc as prescribed in Article 19,
indicating the time at which the vehicle was parked;
(b) the business name and address of the user of
the vehicle.
(3) In respect of a vehicle to which this
Article applies, a person shall not –
(a) display more than one parking disc;
(b) indicate on the parking disc a time
different from that at which the vehicle was parked;
(c) alter the time of arrival indicated on the
parking disc while the vehicle is parked on that road;
(d) in the case of parking on a road, park the
vehicle for longer than the period specified in the third column of the table
in Part I of the Tenth Schedule during the time specified in the fourth column
of that Part on any day other than a Sunday; and
(e) in the case of parking on a footway or cycle
track, park the vehicle for longer than the period specified in the third
column of the table in Part II of the Tenth Schedule.”.
(2) For
the Tenth Schedule there shall be substituted the Schedule to this Order.
4 Amendment
of provisions with respect to one-way traffic routes
In Part I of the First Schedule to the principal Order –
(a) for
the second item and entry relating to Bath Street there shall be substituted
the following item and entry –
“Bath Street (between Minden Place and
Beresford Street)
|
Minden Place to Beresford Street”
|
; and
(b) for
the entry relating to the item Union Street there shall be substituted the
following entry –
“New Street to Le Geyt Street”.
5 Amendment
of provisions with respect to prohibition of waiting
In the Fourth Schedule to the principal Order for the entries
relating to the item Union Street there shall be substituted the entry
“Both sides”.
6 Sixth
Schedule - entry corrected
In the Sixth Schedule to the principal Order the item and entry
relating to “La Grande Route de Mont A’Labbe” shall be
amended by substituting for “Mont A’ Labbe” the words
“Mont à l’Abbé”.
7 Amendment
of provisions with respect to parking places on roads
In the Eighth Schedule to the principal Order –
(a) in
Part II the item and entry relating to Union Street shall be deleted; and
(b) in
Part III the item and entry relating to La Ruette Pinel shall be deleted from
its current position and re-inserted after the item and entry relating to
Janvrin Road.
8 Citation
and commencement
This Order may be cited as the Road Traffic (Saint Helier) (Amendment
No. 12) (Jersey) Order 2003 and shall come into force on 12th May 2003.
