Road Traffic (St. Saviour) (Amendment No. 12) (Jersey) Order 2020

THE MINISTER FOR INFRASTRUCTURE after consultation with the Connétable of St. Saviour, makes this Order under Articles 62 and 84 of the Road Traffic (Jersey) Law 1956[1] –

1        Interpretation

In this Order, “principal Order” means the Road Traffic (St. Saviour) (Jersey) Order 2000[2].

2        Article 6A (roads closed to through traffic) inserted

After Article 6 of the principal Order there is inserted –

6A   Roads closed to through traffic

No vehicle shall be driven on a road specified in column 1 of Schedule 3A during the times prescribed in relation to that road in column 2 of that Schedule, except –

(a)     for the purpose of delivering or collecting a person or goods or merchandise to or from any premises situated on or adjacent to that road;

(b)     to or from a place on that road set aside under this Order for the parking of vehicles;

(c)     to or from premises having a means of vehicular access from that road;

(d)     a vehicle engaged in mechanical road sweeping or road gully cleaning; or

(e)     if the vehicle is a bicycle.”.

3        Article 7A (parking of vehicles displaying parking discs etc.) amended

In Article 7A of the principal Order, “or” after paragraph (1)(b)(i) is deleted and after clause (i) there is inserted –

“(ia)   in Part 1A of Schedule 6, at any time other than for a period not exceeding 2 hours between the hours of 9.00 a.m. and 3.00 p.m., or”.

4        Schedule 1 (one-way traffic routes) amended

In Part 1 of Schedule 1 to the principal Order after the item relating to La Chasse Brunet there is inserted –

“La Rue de la Hougette

La Rue des Friquettes to Princes Tower Road”.

5        Schedule 3 (prohibition of waiting) amended

In Part 1 of Schedule 3 to the principal Order –

(a)     for the entries relating to Clos Paumelle there is substituted –

“Clos Paumelle

North side (from its northern junction with Bagatelle Road to its junction with La Croix de Bois)

West side (between the exit of the public car park and 12 Clos Paumelle for a distance of 10 yards in a southerly direction)

East side (from its junction with La Croix de Bois to the western pillar of the gateway of 13 Clos Paumelle)

East and south sides (from the northern pillar of the gateway of 51 Clos Paumelle to the northern pillar of the gateway of 52 Clos Paumelle)

East and north sides (from the southern pillar of the gateway of 45 Clos Paumelle to the southern pillar of 58 Clos Paumelle)

South side (from the western side of the gateway of 41 Clos Paumelle for a distance of 60 yards in an easterly direction)

North and west sides (between its southern junction with Bagatelle Road and the southern pillar of the gateway of the property “Portal Nous” (2 Clos Paumelle))

South and east sides (between Bagatelle Road and the eastern pillar of the property known as “Sayonara” (44 Clos Paumelle))”;

 

(b)     in the item relating to La Chasse Brunet for the first 3 entries there is substituted –

 

“East side (from its junction with La Rue de Patier for a distance of 38 yards in a northerly direction)

East side (from a point 63 yards north of its junction with La Rue de Patier to a point 77 yards south of its junction with St. Saviour’s Hill)

East side (from its junction with St. Saviour’s Hill for a distance of 24 yards in a southerly direction)”;

 

(c)     after the item relating to La Chasse Brunet there is inserted –

“Langley Avenue

Both sides (from a point 160 yards north of its junction with St. Saviour’s Hill for a distance of 80 yards in a northerly direction)”;

 

(d)     in the item relating to Langley Park –

(i)      in the entry referring to Grands Vaux –

(A)    “Les” in inserted before “Grands Vaux”,

(B)     for “61” there is substituted “67”,

(ii)      after that entry there is inserted –

 

“South side (from a point 180 yards east of its junction with Les Grands Vaux for a distance of 50 yards in an easterly direction)

South side (from a point 295 yards east of its junction with Les Grands Vaux for a distance of 35 yards in a north easterly direction)”;

 

(e)     after the item relating to La Rue de la Croix Besnard there is inserted –

“La Rue à la Dame

East side (from its junction with Les Grands Vaux for a distance of 66 yards in a southerly direction)

West side (from its junction with Les Grands Vaux for a distance of 20 yards in a southerly direction)

West side (from a point 42 yards from its junction with Les Grands Vaux for a distance of 21 yards in a southerly direction)

La Rue des Friquettes

East side (from its junction with La Rue des Pigneaux for a distance of 85 yards in a southerly direction)

La Rue de la Hougette

Both sides (from its junction with La Rue des Friquettes for a distance of 129 yards in an easterly direction)”.

6        Schedule 3A (roads closed to through traffic) inserted

After Schedule 3 there is inserted –

(a)     in Part 1, after the item relating to Bagatelle Lane there is inserted –

“Elizabeth Street

Between its junction with La Route du Fort and Dicq Road”;

 

(b)     in Part 2 –

(i)      in the item relating to Rue à la Dame, “La” is inserted before “Rue” and that item is placed after the item relating to Claremont Road,

(ii)      after the item relating to Les Ruettes there is inserted –

“Les Varines

Throughout its length”.

8        Schedule 6 (disc parking) amended

In Schedule 6 to the principal Order –

(a)     after Part 1 there is inserted –

“part 1A

(Article 7A(1)(b)(ia))

disc parking up to 2 hours between 9.00 A.M. AND 3.00 P.M.

9        Citation and commencement

This Order may be cited as the Road Traffic (St. Saviour) (Amendment No. 12) (Jersey) Order 2020 and comes into force 7 days after it is made.
