1 Definitions
In this Law –
“officer of police”
means any officer of police, whether honorary or paid, acting within the
territorial jurisdiction to which his or her authority extends;
“paper”
includes any book, periodical, pamphlet, poster or other printed matter,
whether made of paper or of other material.
2 Duties of printers of papers
(1) Subject
to the provisions of this Law, every person who prints any paper intended for
publication –
(a) shall
print the person’s name and the address of the place at which the paper
was printed on the first or the last sheet of the paper or, in the case of a
paper consisting of one sheet, on either side of the sheet on which printing
appears;
(b) shall
legibly write or print on one copy of the paper the name and address of the person
to whose order it was printed and shall keep such copy for a period of at least
6 months from the date on which it was published;
(c) shall,
on being so required by an officer of police, produce for examination the copy
of any paper kept in pursuance of sub-paragraph (b).
(2) If
any person fails to comply with any of the provisions of this Article, the person
shall be liable to a fine of level 3 on the standard scale.[1]
3 Penalty for giving false name and address to printer
If any person to whose order
any paper is printed gives a false name or address to the person by whom the
paper is to be printed, he or she shall be liable to a fine of level 3 on the
standard scale.[2]
4 Penalty for publishing or distributing paper on which name and
address of printer does not appear
Subject to the provisions
of this Law, if any person publishes or distributes any paper which does not
comply with the requirements of Article 2(1)(a), the person shall be
liable to a fine of level 3 on the standard scale.[3]
5 Exceptions to Articles 2 and 4
(1) The
provisions of Articles 2 and 4 shall not apply to any paper of a
description specified in the Schedule.
(2) The
States may, by Act, vary the Schedule and this Article shall have effect as if
the Schedule as so varied were substituted for the Schedule.
6 Restriction on prosecutions
No prosecution for a
contravention of any of the provisions of this Law shall be instituted without
the consent of the Attorney General.
7 Citation
This Law may be cited as
the Printed Papers (Jersey) Law 1954.

PAPERS TO WHICH ARTICLES 2 AND 4 DO NOT APPLY
Bank notes and currency
notes.
Bills of exchange,
promissory notes, bonds, warrants and other securities or orders for the
payment of money.
Bills of lading.
Engravings.
Papers advertising the
sale of real or personal property.
Papers bearing the name of
any person either alone or with the addition of all or any of the following
particulars, namely, the person’s address (and details relative thereto),
the person’s business or profession, the articles in which the person
deals and the person’s trade mark or trade name.
Papers printed under the
authority of public, judicial or parochial bodies or officers in the execution
of their official duties.
Policies of assurance.
Transfers or assignments
of stocks, shares and other securities of any company or corporation.
Receipts for money or
goods.
