Draft legislation

Draft legislation is legislation that is still in preparation and that has not been enacted or made. Draft legislation, other than pending laws, is not available on this site.

Draft legislation that is to be debated by the States Assembly is published as a proposition on the States Assembly website (also referred to as a projet), which includes:

  • a Report explaining the policy behind the legislation
  • an Explanatory note that summarises the legal effect of the legislation
  • for draft Laws, a Human Rights Statement
  • the proposed text of the legislation

States Assembly propositions

Search for a proposition by name, leaving out the year, for example "Discrimination (Jersey) Law". The search results page will include the proposition for the law, any amendments proposed to it, the Children’s Rights Impact Assessment, and any comments made by a scrutiny panel on the legislation or in response to proposed amendments.
