CONSIDERANT
qu’il est nécessaire d’apporter des changements au Règlement
touchant la Bibliothèque Publique, et qu’il y aurait de grands
inconvéniens à s’adresser, chaque fois qu’il serait
nécessaire d’y apporter quelques modifications, à Sa
Très Excellente Majesté en Conseil pour en obtenir la
confirmation en forme de Loi, ce qui empêche qu’on y introduise des
changements par voie d’épreuve: Les Etats ont résolu de
s’adresser à Sa Très Excellente Majesté en Conseil,
et de la supplier de permettre aux Etats d’introduire tels changements
dans le Règlement touchant la Bibliothèque qu’ils jugeront
nécessaires.
