ROAD TRAFFIC (SAINT BRELADE) (AMENDMENT No. 6) (JERSEY) ORDER 1996

THE PUBLIC SERVICES COMMITTEE, in
pursuance of Articles 33 and 42 of the Road Traffic (Jersey) Law 1956, as
amended, and after consultation with the Connétable
of Saint Brelade, hereby orders as follows –
1. In
Article 5 of the Road Traffic (Saint Brelade) (Jersey) Order 1990, as amended (hereinafter referred to as “the
principal Order”), in paragraph (1), for the words “the Third
Schedule” there shall be substituted the words “Part I of the Third
Schedule”.
2. After
Article 5 of the principal Order there shall be inserted the following Article
–
“ARTICLE
5A
Prohibition of driving of certain
vehicles
Except with the permission in writing of the Connétable, no
vehicle the gross weight of which exceeds seven and a half tons shall be driven
on a road specified in Part II of the Third Schedule.”.
3. In
Article 8 of the principal Order –
(a) in
paragraph (1) for the words “on a road specified” to the end of the
paragraph there shall be substituted the words –
“–
(a) on
a road specified in Part I of the Fifth Schedule, for a period of time not
exceeding one hour; or
(b) on
a road specified in Part II of the Fifth Schedule, for a period of time not
exceeding three hours.”.
(b) for
paragraph (2) there shall be substituted the following paragraph –
“(2) A
vehicle shall not be parked on a road specified in Part I or II of the Fifth
Schedule for longer than the maximum period of time stated in paragraph (1) of
this Article in relation to the Part in which the road is specified”; and
(c) in
paragraph (3), after the words “specified in” there shall be
inserted the words “Part I or II of”.
4. In
Article 11 of the principal Order –
(a) at
the beginning, there shall be inserted the number “(1)”; and
(b) after
paragraph (1) there shall be added the following paragraph –
“(2) Article
5A shall not apply to any vehicle whilst it is being used for fire brigade,
ambulance or police purposes.”.
5. In
Article 12 of the principal Order for the word “Seventh” there
shall be substituted the word “Eighth”.
6. At
the end of the First Schedule to the principal Order there shall be added the
following item and entry –
|
“Le Quai Bisson
|
From its northern junction with
Le Boulevard (The Bulwarks) to its southern junction with that road”.
|
7. In
the Second Schedule to the principal Order –
(a) after
the entry in the second column opposite the item “Don Farm” in the
first column there shall be inserted the following entry –
|
“North side (from its
junction with La Route des Quennevais for a distance of 57 yards in a
westerly direction).”;
|
(b) after
the item “Don Farm” in the first column and the entries opposite it
in the second column there shall be inserted the following item and entry
–
|
“Elizabeth Avenue
|
Both sides (from its junction with
Le Clos des Sables for a distance of 59 yards in a westerly
direction).”;
|
(c) for
the entries in the second column opposite the item “La Neuve Route”
in the first column there shall be substituted the following entries –
|
“West side (from Le Mont au
Roux for a distance of 86 yards in a southerly direction).
|
|
West side (from a point 54 yards
north of the northern boundary of the Landslide Car Park for a distance of
206 yards in a southerly direction).
|
|
East side (from La Haule slipway
for a distance of 145 yards in a southerly direction).
|
|
East side (between the northern
boundary of the Sacred Heart Roman Catholic Church and the point 5 yards
south of the southern boundary of the property known as
“Windward”).
|
|
East side (between the point 50
yards south of the southern boundary of the property known as
“Windward” and its junction with Charing Cross).”;
|
(d) for
the entry in the second column opposite the item “La Rue du
Crocquet” in the first column there shall be substituted the following
entries –
|
“Both sides (from its
junction with Le Mont les Vaux to a point 14 yards north of the property
known as ‘Hillside’).
|
|
East side (from its junction with
Le Mont de la Rocque for a distance of 22 yards in a southerly
direction).”;
|
(e) after
the entry in the second column opposite the item “Le Boulevard (The
Bulwarks)” in the first column, there shall be inserted the following
entry –
|
“West side (in relation to
every access to premises from the road for motor cars, between a point one
yard to the north of the north side of the access and a point one yard to the
south of the south side of the access).”;
|
(f) after
the item “Le Clos de Carrel” in the first column and the entries
opposite it in the second column there shall be inserted the following item and
entries –
|
“Le Clos Orange
|
East side (between the point 4
yards south of the south side of the property numbered 68 and the north side
of the property numbered 42).
|
|
|
West side (between the south side
of the property numbered 34 and the point two yards south of the north side
of the property numbered 41).”;
|
(g) after
the first entry in the second column opposite the item “Le Clos des
Sables” in the first column there shall be inserted the following entry
–
|
“Both sides (from its
junction with Elizabeth Avenue for a distance of 101 yards in a northerly
direction).”;
|
(h) in
the second entry in the second column opposite the item “Le Mont de la
Rocque” in the first column, for the words “175 yards” there
shall be substituted the words “157 yards”;
(j) in
the entry in the second column opposite the item “Le Quai Bisson”
in the first column there shall be deleted the words “except the east
side”; and
(k) for
the entries in the second column opposite the item “Les Quennevais
Park” in the first column there shall be substituted the following
entries –

“Both sides of the estate
road –
|
|
(a)
|
in front of ‘Block B’;
|
|
(b)
|
lying between ‘Blocks B and
C’ and ‘Block D’;
|
|
(c)
|
from its northern junction with La
Route des Quennevais to its junction with the entrance to the car park
situated to the north of ‘Blocks B and C’;
|
|
(d)
|
from its southern junction with La
Route des Quennevais to its junction with the entrance to the car park
situated between ‘Blocks D, E and F’.
|
|
West side of the estate road (from
its junction with the road leading to the car park situated to the north of
‘Blocks B and C’ to its junction with the road leading to the car
park situated between ‘Blocks D, E and F’).”.
|
8. In
the Third Schedule to the principal Order –
(a) for
the heading “(Article 5)”
there shall be substituted the heading “(Articles 5 and 5A)”;
(b) for
the heading “Roads closed to
chars-à-banc” there shall be substituted the following heading
–
“PART
I
Roads closed to chars-à-banc
(Article 5)”;
(c) in
Part I, after “La Rue au Moestre (Market Hill)” there shall be
inserted “La Rue du Crocquet”;
(d) after
Part I there shall be added the following Part –
“PART
II
Roads closed to vehicles exceeding
7½ tons in gross vehicle weight
(Article 5A)
|

|
The entire road.”.
|
9. In
the Fifth Schedule to the principal Order –
(a) for
the heading “Parking discs”
there shall be substituted the following heading –
“PART
I
Parking Discs
1 hour limit”;
(b) in
Part I –
(i) in
the entry in the second column opposite the item “La Neuve Route”
in the first column, for the words “North side” there shall be
substituted the words “West side” and for the words “eastern
boundary” there shall be substituted the words “western
boundary”;
(ii) after
the entry in the second column opposite the item “La Neuve Route”
in the first column, there shall be inserted the following entries –
|
“East side (between the
southern boundary of the Landslide Car Park and the northern boundary of the
Sacred Heart Roman Catholic Church).
|
|
East side (from the point 5 yards
south of the southern boundary of the property known as
“Windward” for a distance of 45 yards in a southerly
direction.”;
|
(c) after
Part I there shall be inserted the following Part –

West side (between the point 9

of the southern boundary of the Old Court House Inn, but excluding any part

10. In
the Sixth Schedule to the principal Order after the item “La Neuve
Route” in the first column and the entry opposite to it in the second
column there shall be added the following item and entry –
|
“Le Boulevard (The Bulwarks)
|
|
West side (outside the Tenby Bars
Public House).”.
|
11. In
the Seventh Schedule to the principal Order there shall be deleted the items in
the first column “La Rue de Haut”, “Le Mont Arthur” and
“Le Mont es Tours” and the entries opposite to them.
12. This
Order may be cited as the Road Traffic (Saint Brelade) (Amendment No. 6)
(Jersey) Order 1996 and shall come into force on the fourth day of December
1996.
