Road Traffic (Speed Limits) (Jersey) Amendment No. 3 Order 2024

THE MINISTER FOR INFRASTRUCTURE makes this Order under Articles 21(2) and 84 of the Road Traffic (Jersey) Law 1956 after consulting the Connétables of St. Brelade, St. John and St. Lawrence –

1        Road Traffic (Speed Limits) (Jersey) Order 2003 amended

This Order amends the Road Traffic (Speed Limits) (Jersey) Order 2003.

2        Article 4D (speed limits imposed by traffic signs before amendment legislation commences) inserted

After Article 4C there is inserted –

4D     Speed limits imposed by traffic signs before amendment legislation commences

(1)     This Article applies if legislation amending this Order to impose a speed limit on a road (“amendment legislation”) is made but not in force.

(2)     The Minister may place, on or near the road, a traffic sign indicating that speed limit at any time starting –

(a)     on the 7th day after the amendment legislation is made; but

(b)     no earlier than the 21st day before the amendment legislation comes into force.

(3)     A person must not drive a motor vehicle on the road faster than the speed indicated by the traffic sign.

(4)     The speed limit imposed by the traffic sign overrides any other speed limit imposed by Article 2, 3 or 4.

(5)     This Article no longer applies when the amendment legislation comes into force.

(6)     Example: An amendment Order is made on 1 July 2025 to impose a speed limit of 20 mph on a particular road, coming into force on 31 July 2025. The date under paragraph (2)(a) is 8 July 2025 (the 7th day after the amendment Order is made). But the date under paragraph (2)(b) is 10 July 2025 (the 21st day before the amendment Order comes into force), so that is the earliest date on which the Minister may place a traffic sign indicating the speed limit.

3        Schedule 1 (30 mph speed limit) amended

(1)     In Schedule 1, under the heading “St. Brelade” –

(a)     after the entry “La Marquanderie” there is inserted –

(b)     after the entry “La Route de la Haule” there is inserted –

La Route de la Pulente (from a point 140 metres north of La Montée du Sud Access Road (or La Pulente slipway) to Le Mont de la Pulente)

(c)     for the entry “La Rue de la Sergenté” there is substituted –

(d)     after the entry “Le Mont au Roux” there is inserted –

(2)     In Schedule 1, for the entries under the heading “St. John” there is substituted –

La Grande Route de St. Jean (from a point 143 metres north of La Rue des Houguettes to a point 8 metres north of La Rue de Bechet)

La Route des Issues (from a point 96 metres east of La Route du Mont Mado to a point 192 metres west of La Rue des Courts Champs)
