(Restricted Movement) (Jersey) Order 2020
1 Declaration of start
and end of restricted movement period[2]
A period of restricted movement –
(a) starts at 8 a.m. on
Monday 30th March 2020; and
(b) ends at the end of Thursday 28th May 2020.
2 Exceptions from requirement not to go
to or remain in public place
(1) The
following descriptions of person are exceptions from the requirement not
to go to or remain in a public place –
(a) a police officer or
authorised officer, when acting as such;
(b) any other person who is
in a public place for the purpose of that person’s work, when –
(i) it is not reasonably
possible for that person to work from the place where that person is living, or
(ii) the person is
required by his or her employer to work at a workplace, within the meaning of
the Covid‑19 (Workplace
Restrictions) (Jersey) Regulations 2020, if that requirement does
not contravene any provision of or under those Regulations;
(c) any other person required
to go to, or remain in, a public place to fulfil a legal obligation;
(d) any other person
who is in a public place for the purpose of taking a period of absence from
that person’s home (whether or not the period includes time during which the
person is in a place that is not public), if –
(i) the
period of absence amounts, in aggregate with any other such periods in the same
day, to no more than 6 hours,
(ii) during
the period of absence, while in a public place, the person remains at least
2 metres away from any other person who does not reside in the same home,
and
(iii) during the period of
absence the person does not enter any building, other than business premises to
which the person is admitted as a member of the public
rather than as an employee.[3]
(2) For the purpose of paragraph (1) –
(a) “work” includes work
involved in the provision of voluntary or charitable services;
(b) direct travel between the
place where a person is living and that person’s place of work is to be treated
as being for the purpose of that person’s work;
(c) “home”
in relation to a person means the accommodation in which the person resides;
and
(d) “business premises” means premises that are a workplace, within
the meaning of the Covid‑19
(Workplace Restrictions) (Jersey) Regulations 2020.[4]
3 Places treated as being public places or as not being public
places[5]
(1) A
private road or way to which the public has access, whether for payment or
otherwise, is to be treated as a public place.
(2) A
place that otherwise would be a public place is not to be treated as a public
place if –
(a) it is “business premises”, within the meaning of Article 2(2)(d).

4 Citation and commencement
This Order may be cited
as the Covid-19 (Restricted Movement) (Jersey) Order 2020 and comes into force
at 8 a.m. on Monday 30th March 2020.
